How do I convert cm or mm to pixels?

Pixels = size in inches × DPI. This tool does it for you: enter the size in cm or mm and set the DPI (200 is common), or choose pixels directly.

Why is my file still too big or too small?

The tool lowers JPEG quality until the file fits your maximum KB. If the file becomes smaller than your minimum, increase the DPI so the picture has more pixels.
